State Policy Issues and Initiatives

CAST promotes the development of policy at the State level to advance the use of appropriate Aging Services Technologies that can transform the aging experience and enhance care for older adults. CAST has several state-level initiatives including:

  • Whitepapers on the State of Aging Services Technologies in various states to showcase best practices in aging services provider implementation as well as state policies that support aging services technologies. Whitepapers have been written on California and Pennsylvania, now developing a paper on Minnesota. Ultimately, CAST hopes to synthesize key findings into a guide for use in states nationwide.

  • Aging Services Technology Demonstrations at State Capitols (PA, CA, TX) to advance awareness, piloting, and use of aging service technologies by policy makers, state departments, and providers. CAST created a demonstration guide for use by AAHSA state-affiliates and state-level partners.

  • Resources informing state-level advocacy, such as guidance regarding HIT initiatives in the American Recovery & Reinvestment Act of 2009 (ARRA), referred to as the “HITECH Act” (see below). Because the majority of HITECH Act funding programs and initiatives will take place at the state-level, effective action in states across the country will be critical in order to realize the full potential benefit for long-term care providers. CAST has prepared an Action Guide and state-level advocacy Issue Brief for AAHSA state-affiliates and partners to complement CAST/AAHSA's continued advocacy at the federal level.

  • Shared Learning through a CAST State-Policy Workgroup that provides a forum for communication of state-level aging services technology efforts across the country. Initiatives discussed range from state reimbursement for the use of technologies in providing care to HITECH Act efforts and technology demonstrations at State Capitols.

eHealth Initiative’s New State Legislation Tracking Center
eHealth Initiative’s New State Legislation Tracking Center service lists state-by-state information on bills that have been proposed, are pending or have passed that involve health information technology or health information exchange. This service has been created for eHealth Initiative and its members by Davis Wright Tremaine, LLP, a legal firm and member of eHI. It is updated bi-weekly to keep eHealth Initiative and its Connecting Communities members regularly apprised of legislative action as it happens.
